Should I hire an SEO consultant or an agency?
Short answer
Hire whichever one puts the person doing the work in front of you, on terms you can leave. A consultant is usually one experienced person who does the work. An agency is a team with a wider range of services and more capacity. Either can be right, and the label matters less than who does the work.

Both models can serve a home-service company well, and both can serve it badly.
How the two models differ
The split is mostly over who does the work and how many things can be done at once. These are tendencies, and plenty of firms sit somewhere in between.

When an agency is the better fit
Needing many kinds of work delivered together points to an agency. A company opening new locations, rebuilding its website, filming video and running advertising on several platforms in the same quarter needs more hands than one person has. A good agency also has cover when someone is sick or leaves, and that matters if your marketing can’t pause.
When a consultant is the better fit
Here the problem is specific, and you want the experienced person thinking about it directly. For a company with one or two locations whose question is “why does the competitor in Escondido outrank us,” the work is diagnosis followed by a short list of precise changes. One person who will measure, change something and explain the result in plain English can do that without a large team.
What matters more than the label
Start with who does the work. Ask for a name, and ask to speak with that person before you sign. Then ask how results are measured: you should be shown where you ranked before the work and where you rank after, across your service area. Both tell you more about how the relationship will go than the size of the company does.
Read what the contract says, in particular the term and the notice period. And check who owns the website, the domain, the Google Business Profile and the accounts. It should be you.
