Why the two sets of results behave differently

The map pack compares business profiles, and distance from the searcher is one of the main inputs, which is why you rank near your office but not across town. Organic results compare pages: what a page says, how well it matches the search, and how much the rest of the web trusts the site it sits on.

Organic results are still local. Google figures out roughly where the searcher is and prefers pages relevant to that place, so a search for a roofer made in Oceanside returns different pages than the same search made in Chula Vista. A page earns its place there through what it says about the city. Where your shop is counts for far less.

What it takes for a page to rank in a city you aren’t based in

The page has to be really about that service in that city. For a hypothetical electrician based in El Cajon who wants organic visibility in Carlsbad, that means a Carlsbad service area page with things only someone who works there would write: the kinds of homes and electrical panels found there, the jobs done there, how permits are handled, how long a truck takes to arrive. A page that could have any city name swapped into it gives Google no reason to prefer it.

The page also needs links from your own service pages and menus, and a site with some standing of its own. A strong page on a weak site struggles.

What an organic ranking in that city is worth

Less than a map pack position, because it sits lower on the page and faces different competition. It’s still worth having.

On a search such as “electrician Carlsbad”, the results usually show ads first, then the map pack, then the organic listings, and several of those organic places tend to be held by directories and national lead sites.

How to check where you stand

A single ranking number hides the difference between the two result types, so take each measurement separately. In Google Search Console, the Performance report lists the searches your pages appeared for. Filter the queries by the city name and you can see whether your pages show for searches that mention that city, and at what average position. That report is about your website’s pages. The map pack needs its own measurement, taken from points inside the city, which is what a rank grid does.

What not to do to get there

A virtual office or a borrowed address used to get a profile into another city’s map pack breaks Google’s rules for business profiles and puts the real listing at risk of suspension. Mass-producing city pages is the other thing to avoid: dozens of near-identical ones are what Google’s spam policies call doorway pages.

Build pages for the places you can say something specific about. Nobody can guarantee an organic position in any city, so I measure before and after a change and report what moved. For the cities that stay out of reach, Google Ads lets you choose where you appear.
