Encinitas is one city made of five communities, and its residents often search by the community name. My first measurement covers Leucadia, Cardiff, Olivenhain and both halves of Encinitas, each on its own.

SEO in Encinitas covers six names, the city’s and those of its five communities, and gets a business found under each in Google’s map results, the listings under them and the AI answers above them. Encinitas is the coastal North County city between Carlsbad and Solana Beach.
The city is made up of Old Encinitas, New Encinitas, Leucadia, Cardiff-by-the-Sea and Olivenhain. People use those names. Someone in Cardiff, which has its own ZIP code, is likely to type “plumber Cardiff”, and a site that only ever says Encinitas gives Google less reason to match it. Your service area pages should name the communities you work in, with something true about each.
Leucadia, Old Encinitas and Cardiff line the coast along Highway 101, north to south. New Encinitas is inland, around El Camino Real. Olivenhain is farther inland again and semi-rural, with larger lots. Batiquitos Lagoon separates the city from Carlsbad to the north, and San Elijo Lagoon separates it from Solana Beach to the south. Rancho Santa Fe is to the southeast.
In Leucadia and Olivenhain, which both border the south end of Carlsbad, you’re up against Carlsbad companies. In Cardiff it’s Solana Beach companies. Companies from inland cities such as San Marcos and Vista list Encinitas as a service area too. They are farther from the coast than you’re if you’re based here, and Google weighs that distance in your favor.
Encinitas is small enough that a company based in it can reasonably aim to show in all five communities, though Olivenhain is the farthest from a coastal address and should be checked by itself. Beyond the city, Solana Beach and the south end of Carlsbad are realistic. Del Mar is possible with work. Oceanside and the inland cities are a stretch.

Community names first: whether adding Cardiff or Leucadia to a page, to a service on your Google Business Profile or to a request for reviews moves those searches. After one change I measure a second time, about two weeks later. Some tests fail, because a name on a page can’t outweigh a closer competitor, and the second grid shows which.
Every engagement starts and ends with the same measurement.

Both, if you work in both. Cardiff-by-the-Sea is part of Encinitas, but it has its own ZIP code, and many residents search with Cardiff. An Encinitas-only page can miss them. Say Encinitas as the city, and name Cardiff, Leucadia or Olivenhain where you work there.
It depends on what Google offers when you type it. Service areas are chosen from places Google recognizes, such as cities and ZIP codes, and I'd check what is available for your profile instead of assuming. Either way, the service area setting is a small factor. Your address, your reviews and your pages do more to decide whether you show in Leucadia.
If the work suits your trade, yes. Olivenhain is the inland, semi-rural part of the city, with larger lots than the coastal communities, so some jobs there are bigger or different in kind. It's also the farthest part of Encinitas from a coastal address and close to La Costa in Carlsbad, which puts Carlsbad companies in the running for the same searches. I'd measure it separately from the coast and test a page for it.
Partly, at best. The inland side, around Olivenhain, is the closest part to you, and the coast along Highway 101 is the farthest. Companies based in Encinitas, Carlsbad and Solana Beach are nearer to most of those searchers. I'd measure before promising anything, and if the coast doesn't move, Local Services Ads are the more realistic way to get calls there.
